Within Brunei’s economic diversification drive and China’s Belt and Road Initiative (BRI), in recent years China and Brunei have developed substantial relations in recent years, especially in terms of economic cooperation. As an essential part of China's overall diplomacy, subnational-level governments, including provincial-level government of the Guangxi Zhuang Autonomous Region, have played an important role in consolidating the Sino-Brunei relations. This presentation will focus on China’s diplomatic outreach to Brunei, particularly at the subnational level, to address the following questions: 1. How and why do the China’s subnational governments participate in China-Brunei cooperation? 2. Do China’s subnational governments achieve their goals in pushing forward the better Sino-Brunei relationship? 3. What are the deficiencies and prospects for the China’s subnational diplomacy in China-Brunei Cooperation?
